The spread this state sits inside is enormous. Georgia filed 33.93 per 1,000, eight times Washington’s rate. South Dakota filed 1.26. Washington lands closer to the quiet end, alongside most of the West.
But take the study’s own warning with the number: a low complaint rate is not evidence of a low error rate. It is evidence that fewer people filed. Washington’s quiet could mean cleaner files, or it could mean fewer people checking. Your report is the only one that answers for you.
What the CFPB data shows for Washington
Method, in one line: every credit reporting complaint in the CFPB’s public database for calendar 2025, divided by each state’s July 2025 Census population estimate, identically across all 51 jurisdictions.
Washington couples its low filing rate with one of the strongest score profiles in the country: an average FICO Score of 734, 21 points above the national 713. Tempting as it is to connect those, our study measured the relationship across all 50 states and found average score explains less than half of the complaint-rate variance. The rest is unexplained, and we say so rather than invent a story.
Washington credit repair law: bond plus trust account, and a 5-day exit
The federal floor. The Credit Repair Organizations Act (CROA, 15 U.S.C. 1679 and following) applies in every state: no charging before services are fully performed, a written contract, a 3 business day cancellation right, no untrue or misleading claims, and a mandatory disclosure that you can dispute inaccurate information in your credit report yourself, directly with the bureaus, free.
The Washington layer. The state’s Credit Services Organizations Act, RCW Chapter 19.134, tightens the screws:
- Advance fees are banned unless the company is double-secured. Under RCW 19.134.020, a credit services organization may not charge before full performance unless it holds both a $10,000 surety bond issued by a surety admitted in Washington and a trust account at a federally insured institution in the state.
- A 5-day cancellation right. Under RCW 19.134.060, your contract must let you cancel any time before midnight of the fifth day after the transaction, with your money back within 10 days.
- No lying to anyone in the chain. RCW 19.134.020 bans untrue or misleading statements to credit reporting agencies, creditors, collection agencies, and regulators.
- The Attorney General enforces it. Under RCW 19.134.070, violations count as unfair business practices under Washington’s Consumer Protection Act, which is where the state’s real enforcement power lives.
Washington has no registration or licensing roster for credit repair companies, so the vetting burden is yours: ask any company you consider about its bond and trust account before money moves. And as everywhere, doing it yourself is legal, free, and requires no one’s sign-off.
